Assistant Superintendent for Student Services
Paula Dougherty
Student Services Overview
Student Services with approximately 450 staff members encompasses Special Education, Student Support Teams, Psychological Services, Social Services and Attendance Issues, Assisted Technology Support, Counseling, Health Related Services, Hospital Homebound Services , School Safety and the monitoring of Home School Programs. Our goal is to assist school based personnel with implementing a delivery model of instruction that will maximize student achievement for all students. This department along with the Division of Teaching and Learning will partner with parents, students and school personnel to meet the state’s criteria for exemplary school status in the areas of academics, attendance, drop-out rate, and graduation rates.

The Division of Student Services seeks to become an organization that functions as a collaborative team focused on efficient, timely, and exemplary services to our schools, families and students. We will be driven by a deep understanding of the needs of students, and our common goal of maximizing their potential. We will be recognized by teachers, school leaders, and parents as strong advocates for what’s best for students, but also as enthusiastic supporters of the efforts of schools and families. We will become a catalyst for change in our school district and others will look to us for leadership in providing quality interventions for students who struggle to meet academic and behavioral standards.

Special Education

Special Education Director
Zabrina Cannady

According to Public Law 105-17, "the term Special Education means specifically designed instruction, at no cost to parents or guardians, to meet the unique needs of a child with a disability, including classroom instruction, instruction in physical education, home instruction, and instruction in hospitals and institutions".

If a student has learning or behavioral problems in school, all available strategies to remediate, modify, or correct the problem should be tried before referral. The school must show that the student is not able to progress without a unique educational program. Our Special Education Coordinators and Program Specialists are available to assist schools with meeting the needs of our Special Education population and in developing goals to enhance their learning potential.
