LETTER FROM THE PRINCIPAL
Dear Parents or Guardians,

The A+ Education Reform Act of 2000 established school councils for the purpose of improving communication and participation of parents and the community within the schools. The intent of school councils is to bring communities and schools closer together in a spirit of cooperation to solve difficult education problems, improve academic achievement, provide support for teachers and administrators, and bring parents into the school-based decision-making process.

Lake Joy Elementary will be establishing a school council in September of the 2007-2008 school year. Parents or guardians of children who are enrolled in Lake Joy Elementary School are eligible for membership on the school council. Employees in the school who are also parents or guardians of students enrolled in the school are excluded from serving as a parent or guardian representative. Such employees with children in another school are eligible to serve on that school�s council as a parent or guardian representative. Members of the school council must be eighteen (18) years of age or older.

School councils are organized to provide advice and recommendations to the school principal and where necessary to the area assistant superintendent, superintendent, and local board of education. Among issues that the council will advise and determine recommendations include but are not limited to the following:

*Student attendance and academic achievement
*School board policies
*Curriculum and assessments
*Development of a school profile which shall contain data as identified by the council to describe the academic performance, academic progress, services, awards, interventions, environment and other data the council deems appropriate
*School-based and community services
*Community use of school facilities
*Reports from the principal regarding progress toward the school�s student achievement goals, including progress within specific grade levels and subject areas and by school personnel
*Consolidated Local Improvement Plans
*Report cards issued or audits of the school conducted by the Office of Student Achievement
*School budget priorities, including school capital improvement plans
*School-community communication strategies
*Methods of involving parents and the community
*Extracurricular activities in the school
*Student discipline
*The method and specifications for the delivery of early intervention services or other appropriate services for underachieving students

Lake Joy Elementary will conduct a parent/guardian election on August 30th at 6:00 pm in the school lunchroom for the purpose of electing four parent or guardian members of the school council. At least two of the four parent or guardian members must also be businesspersons. No prior nominations will be accepted. No self-nominations will be accepted. Nominations from the floor will be accepted at the meeting, provided that the nominee has given prior consent for their name to be placed in nomination. Parents/Guardians must be present and qualified to vote. No proxy votes will be allowed. Parent/Guardian election meetings will use the plurality method of election.
