Hilltop Elementary PTO By- Laws
ARTICLE I
NAME: The name of this association shall be the Hilltop Parent Teacher Organization and will be a non-profit, independent association.
ARTICLE II
MISSION: The mission of the Hilltop Parent Teacher Organization shall be: - To promote the welfare of children and youth in home, school, and community. - To secure adequate laws for the care and protection of children and youth. - To bring in closer relation the home and the school, that parents and teachers may cooperate intelligently in the education of the child. - To develop between educators and the general public such united efforts as will secure for every child the highest advantage in physical, mental, social, and spiritual education. - To raise funds to support and enhance the educational program at Hilltop Elementary School.
ARTICLE IV
OFFICERS and their ELECTIONS:
Section A. Officer Structure
- The Officers shall consist of the 2 Co-Presidents, 2 Co-Vice Presidents, Secretary, Reporter, Treasurer, Volunteer Coordinator, and Teacher Liaison - The Officers shall be elected by a majority vote via a closed written ballot given to all PTO members no later than mid June. - The Officers shall serve for a two-year term and shall remain in office until their successors assume office. The Co Presidents, Co-Vice Presidents, Secretary, Reporter, Volunteer Coordinator, Teacher Liaison shall assume office upon installation at the PTO meeting. Treasurer shall assume office upon completion of financial records review. - The Officers shall serve for a term of two years, but shall not be excluded from succeeding themselves for one additional term. - A vacancy in the office of President shall be filled by the unexpired term of Vice-President. The Board shall appoint a PTO member to fill any other vacated offices. Notice of vacancies shall be provided to the PTO members. - Any Officer may be removed if it has proven that said officer committed an illegal act during the course of his or her duties.
Section B. Officer Duties The President/Co-President(s) shall:
- Preside over all PTO meetings of members and the meetings of the Executive Board. - Vote only in the case of a tie in a vote of the Executive Board or general PTO or when vote is by ballot. - Be an ex-officio member of every committee except the nominating committee. - Appoint a duly qualified individual to conduct an annual audit of the treasurer’s books. - Coordinate the work of the members and committees in order that the purposes of the PTO may be promoted. - Work with the officers and committee chairpersons to prepare annual budget. - Communicate regularly with the school principal.
The Vice President/Co-Vice President(s) shall:
- Act on behalf of the President in the President’s absence. - Aid the President in all of that office’s duties. - Fill the unexpired term of the presidency in the event a vacancy occurs in that office. - Oversee fundraising committees. Secretary shall: - Keep the record of the proceedings of the general PTO and the Executive Board. - See that minutes of all general PTO meetings are distributed before the next PTO meeting - Sign all minutes - Call the meeting to order if the President (s) and Vice President are absent. - Maintain minutes, rules of order, and standing rules. - Notify members of election to office and or appointment to committee and furnish them with the necessary paperwork. - Maintain records of committees and memberships to those committees.
Treasurer shall:
- Receive and promptly deposit all funds into the bank account of the PTO. - Pay all invoices and sign all checks as authorized by the PTO in accordance with the approved budget. The Treasurer shall not exceed the budget without the prior approval of the Executive Board. - Present a statement of account at every meeting of the Executive Board of the PTO. - Keep an accurate record of receipts and expenditures to be audited annually by a duly qualified individual appointed by the President. - Close the books and turn them over to the President for review on or before June 30th after their two years of service. - Aid in the preparation of the annual budget. Reporter shall: - Be a member of the Executive Committee. - Be responsible for publicity for all events of the organization and shall act as a liaison between the school and the media. - Keep the official history of the organization and shall keep an annual record of all the activities of the organization
Volunteer Coordinator Shall:
- Recruit volunteers for PTO programs, events, fundraisers, projects, and staff needs throughout the school year - Compiles the PTO volunteer Sign-Up sheets and makes phone calls to schedule volunteers for PTO activities as needed throughout the year. - To facilitate communication between Parents, Teachers, and the PTO as it relates to events and activities
Teacher Liaison Shall:
- Attend all PTO meetings and act as advisor and liason between the staff and the PTO organization - Help open lines of communication between PTO, Parents and Teachers
ARTICLE VI
Meetings - The annual meeting of the executive board committee shall be held in July or August of each calendar year, the exact date to be decided upon by the executive board committee. - The regular monthly meetings of the organization shall be on the third Thursday of the month. Should a meeting date/s occur when school is not in session, the executive board committee will decide upon the alternate date/s. - Special meetings may be called by the organization or the executive board committee. The President/Co Presidents or the executive board committee will give appropriate notification to the school populace - Five officers present at any meeting shall constitute a quorum necessary for the transaction of business of the organization. - There shall be one required executive board committee meeting as described above.
ARTICLE VII
VOTING - Votes shall be taken only on items on the monthly agenda. All other items requiring votes will be tabled to the next monthly meting, so all interested parties may be present.
- Emergency issues requiring immediate authorization/direction prior to the next scheduled meeting can be voted/approved during a special meeting. This action requires one president/co-president to preside over meeting. Meeting minutes will be forwarded in a message to all PTO officers and executive committee members prior to next regularly scheduled meeting.
- Votes will be approved by no less than a two-thirds majority vote of those members in attendance.
- No valid vote may be re-considered at a future time.
ARTICLE VIII
Amendments These By-Laws may be amended at any regular meeting of the Organization by a two-thirds vote of members present and voting, providing notice of the proposed amendment has been given at a previous regular meeting. The Executive Board, or a committee appointed by the Executive Board, may submit a revised set of By-Laws subject to the conditions described above. Copies of the By-Laws shall be made available upon the request of any member, or any Hilltop Elementary School parent, teacher or administrator.
ARTICLE IX Authority If any part of these Bylaws shall conflict with the decisions, policies or procedures adopted by the School Board, they shall be deemed null and void and the decision of the School Board shall, in all cases, control.

Topics of discussion in student's classroom are Georgia Performance Standards and School Improvement Plan. Make plans to attend. |
